Static and dynamic characterization are ways of creating or envisioning characters in a work of art, mostly literature. Whereas static characters usually undergo no or very little change throughout the entire novel, dynamic characters change their ways or thoughts and opinions very much, changing even their core beliefs throughout a work of art.
