All the current being measured has to flow through the ammeter.  So in order to avoid
any change in the circuit caused by the ammeter, its resistance should ideally be zero.

The voltmeter measures the voltage between two points.  It must be connected
between those points, and in parallel with everything between them in the circuit.
In order to avoid any change in the circuit caused by the voltmeter, its resistance
should ideally be infinite.
