Which is the independent clause? When it rains or Dry water holes fill up

I am assuming that the entire sentence is "When it rains, dry water holes fill up" or "Dry water holes fill up when it rains". "Dry water holes fill up" is the independent clause because you could say only that and it would be a complete sentences.
