I think this means that since Tom was killed for basically committing a crime he didn't do, there would be justice. Tom got his justice when Boo killed Bob. Bob was most likely to commit the crime since he was suspicious in court and it was obvious. When Tom died he "buried" all that killed him when justice was served and Bob died.
