In the early 20th century, the public school system in France wanted to develop a test or assessment that would help the schools identify which students had difficulty learning or were unable to benefit from regular day to day classroom instruction. Two psychologists were able to come up with an assessment test to accomplish this task. Their names were Alfred Binet and Theodore Simon.
