N(100, 16) means a normally distributed population with a mean of 100 and a standard deviation of 16. 

Using the 95% confidence level factor (1-tail), which is approximately 1.65, then, any IQ that exceeds: 

100 + 16*1.65 is higher than 95% of the population. I'd consider that unusually high.
