The terms Hoover Villegas and Hoover blanket say about Americans' attitude toward the president is that many Americans' blamed the President at the time, President Herbert Hoover, for the state of the Great Depression (the economy). Hoover Villegas referred to a placed that housed the unemployed in the 1930's and the Hoover blanket referred to the old newspaper that was used by bums (homeless and/or unemployed) to stay warm as they sleep on the streets.
