Blake compares the tiger's creator to a blacksmith. He does it by invoking a set of tools that blacksmiths use in their everyday work: hammer, chain, furnace, anvil. Blake often used workers' imagery in his poems. However, that imagery has another purpose here: to present a metaphor for creation, for forging a form out of shapeless materials.
