You can expand this using the binomial theorem 

= 1/256 + 4C1 (1/4)^3 y + 4C2 (1/4)^2 y^2 + 4C3 (1/4) y^3 +  y^4

= 1/256 + 1/16 y +  3/8 y^2 +  y^3 + y^4
