Why do you think writers of the declaration claimed that the states would have the right to make peace, make war, form alliances, and establish commerce?
The reason was simple. If it would not have been for that, the Americans would not have got independence. That is one reason for the American colonies getting the independence and why the Declaration of Independence was written.
