The correct answer for this one is this: 

In getting the charge stored in a certain capacitor, use this formula: V * C
V is for the voltage 
C is for the capacitance.

In order for one cap to store more charge than the other you must ensure that
C2 * V2 > C1*V1.

Since C1 & C2 are fixed quantities in this question, this can be done by using appropriate voltages.
