Should the focus be on treatment or punishment when responding to juveniles who are involved in criminal misbehavior, and why?

According to me it should be a combination of treatment and punishment

Juveniles are under age so we can't treat them like seniors .
We have to treat treat them good by which we can improve them.
They require a little punishment too for doin crime otherwise in future no one will dare to crime.
