depending on the age of the children various answers can apply.
for example, if they were to be kindergarteners the kids would no doubt run free. if it were elementary students they would be way more behaving than the former.
the best guess is, the older the students are the more content the room will be.
however, regarding safety with no precautions even adults can be endangered.
