decreased means subtraction.  If x is decreased bt 23% then the result is

x-23%(x)  =  x-(23/100)x    or x-.23x

x-.23x=539

.77x=539

x=539/.77

x=700

check:  700-.23(700)=539

           700-161=539

           539=539
