Answer:

When somethins is parallel it never crosses each other, this means the new equation has to have the same slope but, since y=-3 is a straight line we just have to make the new line also a straight line, maknig sure it passes through (2,5).

To do this make y equal the y-coordinate of the points it needs to pass through. This would make the answer y=5
