No, I don't think this is true.
If it's a good decision, it will rather try to prevent an unmanageable situations as it will take all the risks into account. It will consider the ethical implications and if they lead to a potential conflict, the decision would be changed!
Rather a bad or poor decision could lead to this, but not so much a good one.
