They are made of water that evaporated and turn too water back in the sky. Then sleet or hail falls from the sky.

Sleet is formed when the temperatures below 0 degrees celsius or 32 Fahrenheit, hail is formed when a thunderstorm carry water droplets above the freezing level, this is how hail is formed.
