He encouraged the study of arts by giving a rewarding position for those who studied well, which acted as an incentive for civilians to study and become literate.
He also built schools to educate people, and built up a learning atmosphere among the nation. Many people were being educated at the schools hemce the literacy increase with the trend of learning.
