Bill: Is the principal vehicle employed by lawmakers for introducing their proposals in the Senate. Bills deal with domestic and foreign issues and programs, they also appropriate money to government agencies and programs. When bills are passed in identical form by both Chambers of Congress and signed by the president they become laws.
